On the 22nd of June, 2020 around noon, we discovered that NEFT files approved on NIBBSSPAY+ were not getting to ABC banks. This was escalated to the Application Support team via FreshService. Following the response from 2 processors who were still working on their files at the time, we discovered that FTP files were also affected hence another incident was equally logged for this (see attached both notifications).The issue was resolved, all outstanding files reflected on ABC Banks by 2:27 PM and were subsequently processed.


Later in the day, we received a complaint from GT Bank that the GTBABC (05899) settlement position for 5pm has been overdrawn to the sum of N52 billion. Further investigation on all payment processed for 5 pm session revealed that these were T+1 merchants & Interswitch FIRS sweep that ought to be processed with 2 pm session today but due to the earlier reported incident was processed for 5 pm session to settle Merchant & FIRS same day. The debit for the credit released at 5 pm session is expected to impact GTBABC (05899) settlement position at 8 am session tomorrow 23rd June 2020 based on the clearinghouse rules for NEFT instruments.

Actions to Forestall Recurrence 

Discontinue processing of Interswitch FIRS sweep once it is 2 pm. Subsequently, an industry broadcast apologizing for our inability to process Interswitch FIRS sweep will be sent copying CBN.

Impact

While Merchants and TSA were credited today, the GT Bank settlement position was out by N52bn.

Status

An impromptu meeting held with the Technology Operations team.  The Head, NACS Team confirmed that he has feedback from GTB that the excess debit of N52bn has been absorbed. CBN has also been engaged to assist while the CRM team is engaging GTB to manage the situation.
